1. | NAME | ||
The Club shall be known as the Guildford City Sea Angling Club. | |||
2. | OBJECTIVES | ||
The aims and objectives of the club to be-
a) To promote the sport of Sea Angling. b) To provide facilities for its Members. | |||
3. | COMMITTEE | ||
The four individual Officers of the Club shall be:-
Club Chairman (CC), Vice Chairman (VC), Club Secretary (CS), The affairs of the Club shall be conducted by a Management Committee which will consist of the four Officers of the club and additional committee members namely Boat Secretary (BS), Shore Secretary (SS), Club Fund-raiser (FR) and any other committee posts deemed necessary and ratified at an AGM or EGM. Four Committee Members, including at least two Officers shall constitute a quorum. Additionally from time to time the committee may appoint other non-committee functionaries such as: Fly-fishing Organiser(FO), Web Master(WM),Trophies Custodian(TC) | |||
4. | ELECTIONS | ||
The Officers and Committee members shall be elected annually at the Annual General Meeting.
All retiring Committee Members to be eligible for re-election. | |||
5. | AGM | ||
The Annual General Meeting will be held at or near Guildford or, in exceptional circumstances on-line.
The date, time and venue for the Annual General meeting to be decided by the Committee and will be published on the club website calendar/diary at least 21 days in advance. A DRAFT Agenda including the above details will also be circulated to all members least 21 days in advance of the AGM. The Secretary shall only accept or additions to the AGM up to seven days prior to the date of the AGM. All currently paid-up members are entitled to one vote on any proposal at the AGM either in person or by email. Any proxy votes (by email or printed letter must be received by the Secretary or Chairm and acknowledged at least seven days before the date of the meeting. | |||
6. | MEMBERSHIP | ||

7. | SUBSCRIPTIONS | ||
The Treasurer will recommend any changes to the annual subscriptions rate(s) and the members will vote on it at the AGM.
Annual subscriptions will cover membership for one calendar year (January to December inclusive} and the annual subscription fee is payable in advance. There will be no Registration Fee. | |||
8. | MEMBERS MEETINGS | ||
Regular meetings will be held monthly (either physically or if that is not practicable, on-line) where all club members and invited guests will be able to meet and take part. Details will be published on the club website. | |||
9. | AUTHORITY | ||
The Committee's decision in all matters will be final. | |||
10. | ACCOUNTS | ||
The Club accounts to be reviewed by members at the club meeting at least six times during the year and to be voted on annually at the AGM. | |||
11. | RULE CHANGES | ||
Proposed alterations to these rules must be notified to the secretary in writing fourteen days prior to a General Meeting or twenty- one days prior to an Emergency General Meeting and must be passed by a 2/3 majority of votes cast (voting Members present plus any proxy votes). | |||
12. | EMERGENCY GENERAL MEETINGS | ||
Members of the Club may call an Emergency General Meeting at any time by requisition to the Secretary, signed by not less than six Members and stating the business to be discussed. The notice must be sent to the Secretary at least 21 days prior to the proposed date of said meeting and only business stated thereon will be transacted. | |||
13. | AFFILIATIONS | ||
The club shall be affiliated to The Angling Trust, The European Federation of Sea Anglers and The British Conger Club. The club will use their rules as guidelines | |||

BOAT FISHING RULES | |||
B1. | AGE LIMIT | ||
All anglers must be over twelve years of age unless expressly permitted by the skipper and the Committee IN ADVANCE. Anglers under 16 years must be accompanied by an adult relative or guardian. | |||
B2. | BOAT FEES | ||
Boat fees must be paid on board or in advance. | |||
B3. | CLUB LEVY | ||
A levy of approximately £1.00 per day will added to each member's boat fee (These monies to be accounted for and forwarded to be forwarded to the Club Treasurer. | |||
B4. | CANCELLATION | ||
Should a member cancel a boat place booking any deposit paid will be forfeit and the member will be held liable for the remainder of the boat fee unless a substitute is found (The onus is on the Member concerned to find a reserve). | |||
B5. | ALLOCATION OF BOAT PLACES | ||
Boats places to be offered in the first place to MEMBERS at cub meetings in a fair and equitable manner. Subsequently boat place bookings may be mayde through the boat secretary on a first come, first served basis. | |||
B6. | BOAT PLACE BOOKING | ||
No one day bookings can be made ahead of the club meeting three months before the trip date. | |||
B7. | DEPOSITS | ||

B8. | LITTER AND RUBBISH | ||
No member will dispose of any waste in the sea. All waste will be taken ashore and disposed of properly unless the boat has a designated waste receptacle. | |||
B9. | COMPETITIONS | ||
At least two Boat Competitions will be scheduled each year. | |||
B10. | TACKLE | ||
Anglers may fish with ONE rod and up to THREE hooks (trebles count as three(3), pennel rigs count as two(2). | |||
ADDITIONAL BOAT COMPETITION RULES | |||
BC1. | TACKLE | ||
The draw for boats and boat positions will made by the members of the committee and take place 30 minutes before the start of any competition OR in advance at a regular Club meeting. Positions on boats will be allocated sequentially clockwise from number one as the furthest forward on the starboard side through to the highest number at furthest forward on the port side. Competitors must fish in their drawn positions unless a swap is agreed by the two anglers concerned and sanctioned by the committee BEFORE the boat puts to sea. | |||

BC4. | ANGLING LOCATION | ||
Boats may fish wherever and however they choose but must keep in contact and inform each other when moving. | |||
BC5. | COMPETITION DURATION | ||

Competitors shall only have hooks attached to ONE rod at any time. | |||
BC7. | SCORING BASIS | ||
Ccompetitions will decided on a points and percentage basis and all fish not required for the table or for bait will be returned unharmed. The points scoring system will be as printed on the competition score sheet. The winner of the competition shall be the competitor with the highest number of points. Second and subsequent positions will be calculated by the PERCENTAGE of points compared with points scored by the boat winner(s). If 2 competitors have the same percentage their positions will be decided by comparing their fish points. | |||
BC8. | SCORERS | ||
The scorer for each boat will an independent person (Skipper, crewperson or other appointed scorer) who will just mark each competitors fish against the species on the official score sheet. It is the competitor’s responsibility to clearly announce the catch and to ensure that it is acknowledged at the time (eg. Angler announces 'POUT FOR NUMBER THREE' or 'POUT FOR DEREK', scorer would reply 'POUT FOR THREE' or 'DEREK POUT'. Retrospective claims for fish will not be accepted. | |||
BC9, | STEWARDS | ||
The competitor in position number one will be appointed steward (another competitor agreed by all the competitors on the boat may be substituted). Such steward will ASSIST the scorer and ensure that the score sheet is checked by each competitor after 'Lines Up'. | |||

Fish being played when 'Lines Up' is called will count but no other changes can be made to the score sheet after that time | |||
BC11. | AUTHORITY | ||
The scorer will be the final arbiter of all and any disputes on board unless he/she wishes to refer it to the club committee. | |||
BC12. | SCORE SHEET COMPLETION | ||
AT THE END OF FISHING the points for each competitors will be calculated by the scorer and the steward and verified by all the competitors. | |||
BC13 | BOAT DEPARTURE | ||
"Any objections by competitors must be made to the committee before the final competition results are announced." | |||
